Set up CI/CD and a staging environment for an internal API

Our internal Node.js API is deployed by hand to a single server. We need it containerised, a staging environment stood up, a pipeline that runs tests and deploys to staging automatically, and production behind a manual approval. Infrastructure: AWS, access provided.
